Partial Haste?

I couldn't find an answer on the forums or wiki. But can you get a partial haste from recommended items? For example, Ciadrian Crystal has a recommended level. Would you gain some of that haste at.. lets say level 30? Thanks in advance for any answers

If it works like procs on recc level items, then no.

IIRC on live haste became active at the % of haste minus 1 level. So a 30% haste could be used at level 29. On sod it's likely that it only works on the recommended level (hence why it's there).
