Paragon change or bug?

I noticed something odd with Paragon, that it was either giving very little mana or no mana at all so I decided to test it.
I dropped all of my mana regen buffs and cast spells down to 1% mana then cast paragon (while remaining standing) and ended up at 6% with my mana pool this is exactly 157.65 mana, this seems like a ridiculously low amount of mana for the AA cost as this is the most useful portion of the spell.I also checked out the spell with a parser and found out that effect current mana on this spell is marked as 0 on all values whereas a spell like Jayla's Boon is marked as currrent mana:18 this is very confusing to me as it does seem to have SOME effect but perhaps I'm just not good at reading the parsers info.
 
This definately doesnt give mana...don't know if it ever did in SoD though but currently it does no mana regen I believe...I think the way you got to 6m was because of your innate mana regen not because Paragon gave you any...
 
I'm almost 100% sure paragon does not count against the spell regen cap. It's like a mini call of the blessed that is supposed to restore like 300~ hp and mana to everyone in the group over a few ticks.
 
I know what Paragon is, and I'm looking at the spell info right now and it does the same thing JB and Mind Wrack etc etc do, in this case Increase Mana by 80/tick and HP by 200/tick, so the only logical answer is it counts against the cap.

I was standing, had no mana regen buffs, no mana regen AA's, and after it hit 6% (at which point paragon wore off) it very VERY slowly went up...it was noticeably slower like 1% every 1 minute if that..so yes paragon did do something if very little (157'ish mana total at the end)

If the paltry mana that Paragon gives in the first place ALSO counts towards the mana regen cap I'm wondering exactly what the point of this AA is.

Let's break this down by situations:

In a raid:If the encounter warrants it or a majority of trash mobs are AE'ing, requiring a group heal,you will have a paladin, druid or more rarely a cleric in your group doing it for you. In a raid buff slots are priceless, this takes up a slot for an AA that you can cast once every 15 minutes, you will likely be either overwriting another group HoT that has almost the same healing power or your buff simply won't land.

Exp group:In the majority of efficient exp zones (ie the most popular) you won't be fighting AE/WW/Rampage mobs or the AE's the mobs do will be trivial,so the benefit is negligible.I'm sure someone will post a zone that is the exception to this rule but the majority of popular exp zones do not have this.

Solo:I don't know many BST's who would still be grinding solo if they had spent enough AA's that they had the luxury to sink 6 into this one, duo sure, solo no.

I'm not trying to whine here I just want this AA, one of the few class defining BST AA's to be useful, heck make it give a total of 480 mana,not counted against the mana regen cap, and perhaps make it go to the bard buff box and I'd be happy.
 
You don't really need to justify it. Paragon should NOT COUNT towards the mana regen cap. If it is, it's a bug.

yeah, it should just give mana back like a potion every tick.
