Paladin Epic issues(long)

Ive heard in IRC that epics are being given major priority now, and so id like to go back to an epic that is actually in, and point out some problems I see.

As some people know, recently a change was made where the TOT teleport amulet was changed from being a drop off random mobs in TOT, to now being dropped only off Ghan, the first boss mob in TOT. So, now in order to get a TOT necklace, it requires the following

1) 4 group raid to first ruins, down to AD, kill AD(and he is NOT easy)
2) Clear the 20 spawns or so to Ghan, and these spawns can pop multiples, so could be from 20-80 mobs
3) Get to Ghan, pray you still have 4 groups, and kill Ghan.
This gets you a teleport necklace to TOT, which then has to be TURNED IN as part of the paladin/cleric epic.

Before this change, it was possible for groups to farm TOT to get these necklaces. Now with it requiring a massive raid to do it, and then you could only get one(assuming he only drops one), even if you did kill Ghan, your guild would hardly want you to turn it in. Right now, this alone makes the quest harder than LIVE epics, where people are able to assemble 40-50 person raid forces. The only hard fight for live cleric epic was Chardok King, which is hardly even in the same category of raid as needed to kill Ghan, and yet we had much larger resources. This is a server where we have usually about 40 people on now, requiring a raid force of over half of the server pop of any given day to do, is mindboggling.

I know that with people having TOT amulets, and RUIN up there starting to farm, maybe people felt that it was too easy to get epics, but even with the TOT epic dropping randomly from mobs, it still requires many raidforce(3+ groups) kills(this per the paladin/cleric epic guide that was put up awhile back). I dont see what benefit this has done to the server, besides completely locking in the current number of epics. There are 4-5 cleric epics and 1 paladin epic, and probably 2-3 other people that have TOT amulets. Outside of GOTW, the only guild even remotely capable of taking on Ghan, we simply cant do this epic, period. Its pointless even to start, with such a gigantic bottleneck in the quest. Also on top of this, it requires Windblade(a VERY nice item, great weapon for several classes, selling upwards of 2000 plat) and the random Gems. This epic was not too easy before, ONE PALADIN had it in all the time it was in, and this paladin just got it. How can a epic be too easy, when the main guild on the server doesnt have that many with it?

So what do I suggest? Strongly consider putting the TOT necklaces back on random mobs. This would allow guilds that can at least get 18 or so people together, to farm TOT and have a chance of getting these. I do not believe that on a server of this size, that a epic should take a raid force of 24+, unless you wish to for whatever reason make the cleric/paladin epic virtually impossible.

Regardless of your decision, I hope all the epics are given the same level of difficulty. If this quest is left as is, fine, but I hope we dont have epics widely varying in difficulty like on Live, where prospects were getting rogue epics for example, but other classes required raid after raid.

Both the windblade and ToT necklace and the gems for scavenger are being replaced with other components in a near future.

We have killed over 20 Mobs in ToT.. and haven't seen a necklace.. And from what I have heard from reliable sources is that they are boss drops only.

I can tell you, unless Wiz magically changed it, ToT Necklaces drop off wardens and other mobs.
