Paladin AA, Fury of Light

i recently purchased the Paladin AA, Fury of Light. However, here is my problem. I cast it and it never seems to land or do anything to the mob i am casting it on. I cast it and i get no emote that it has landed or that it has been resisted. I was just wondering if it is broke or that it simply lacks a resist/landed message.
 
Only works on undead and has a message when it lands on undead. As it currently stands the AA is virtually useless im sorry you bought it.
 
Its not useless at all. It doesnt cause agro upon landing so mobs can be predebuffed before engage. Its an overslow on undead (supposedly on top of other shm/enc slows) and an atk debuff. All against undead only.
 
As I understand it its a 20% slow on its on and not an "overslow" clarification of this would be dandy.

If its an overslow then it might be worth it as you approach max AAs however it still remains as our worst AA ability.
