Painting for Adriel problem

I picked up the Painting for Adriel quest a long while back (maybe a year or so) and only just got around to trying to finish it. I still have the paintbrush that Robert Grayes gives me at the start of the quest, but when I try to talk to Murban in Thurgadin and he asks me whether I'm working on a painting, I reply with "I am" and he says nothing more to me. He also refuses to take the items required for the next step.

Am I missing a flag? Is there anything I can do about this?

No, that's not the problem. He's indifferent to me, and I can access his shop to buy the items that I need, but I can't turn them in to him, as he just returns them to my inventory.
