pacing mobs question

I see that highest spell for pac here is pacify. I noticed that pac/harmo works here in different ways as EQlive. My questions are:
1) does pacify works on mobs lvl 55+?
2) pac spells here work lowering the agro radious, so the higher the pac spell is the most agro radious it lowers. Also all mobs in the area must be paced including mob that is to be pulled. Is this correct?
3) if pacify does not work for creatures 56 and higher, is there going to be in works a pac line spell that does? will paladins get it (asking this since Sony screwed paladins over in live not giving them pacification)?.

I have only done it to exp mobs, but up to 65 (exp targets) it will work. Also, depending on your pull you do not have to paci all mobs in an area. It lowers agro range and reaction radius. Try it enough and you will work it all out of course. Just takes practice.
