Overcap Alteration (Lifetaps)

overcap Alteration doesn't seem to be working for lifetaps as the wiki states it should:

"Like other casting related skills, the higher the skill level, the less chance you have of fizzling your spell. Skill above 250 slightly increases the effectiveness of heals and lifetaps.

Worn modifications to Alteration give a 0.2% increase per point to Heal spells and Lifetap damage."

i did some testing with both direct and dot lifetaps and neither of which had any increase with +14 alteration overcap. I spoke with Enasc about it and he also confirmed his dot taps were not being affected as well. I am assuming in one of the many patches the coding for the increase got borked or it was never working to begin with.
 
Was just gathering data to write this up myself.

For duration liftaps (Relic: Hand of Kaezul) at different levels of alteration, I'm not seeing any change. 770/tick, non crit, with alteration levels of +2, +7, and +12.

For dd lifetaps (Ancient: Lifebane) at different levels of alteration, I am seeing a change.
  • +2 I'm seeing 1887.
  • +7 I'm seeing 1904.
  • +12 I'm seeing 1920.

Some additional information: the character I used to get these numbers has 250 alteration (+levels noted), 250 conjuration (+25 more from gear), 7% magic focus, damage inc 8, Lifetap Opus 2 done, and Magic Opus 1 done. Tested on sewer rats in Newport, so I imagine their resists to my spells would be pretty minimal.
