Outcast Batustisz Bug

Outcast Batustisz's quest PH seems to be not functioning fully. Batty supposedly spawns Faeth the Guardian for Ytraz quest when turning in Runed Pack, but he doesn't. He gives the pack back to you and neglects spawning Faeth.

The original spawn of Batty is also rejecting the backpack and not triggering Faeth to spawn. What should I do?
