Ol Burt must have a real strong arm.

I'm doing Newport Ring II, and confront Burt with the letter. Once he knows the jig is up, he tosses a bag into the water, and takes off like a scalded cat.

The problem is that I couldn't find anything in the water, and I looked; oh boy, did I look. I even summoned myself a wisp, so I had plenty of light.

Then Burt re-pops, so I hail him again, and the script replayed, even though I had no note to hand him.

So once again, I searched for the note, and found nothing.

I even searched the water under both docks, and I was very very thorough.

I went back later - after camping - and this time Burt just ignores me.

But I can see the smirk in his face.

He knows he's gotten away with it, and not even Nancy Grace can put him away.

And I don't have the note anymore!

wishing you luck on the quest when last i did it the note was close to shore by where he spawns. hope you get this figure out it a great story line you will love it. yours hason the warrior.

For those that might be having the same problem.

I simply skipped the bag part (where I return the evidence to the guard), and went directly to the scout in EBL. I was able to activate the next part of the quest without problems.

Ditto what Hason said, I looked way too far away for the bag too at first and found it barely a few feet away from where Burt spawns. Not that it helps you any at this point, but for future reference...

If you can indeed trigger the rest of the quest without doing the bag turn-in, then I wouldn't worry too much. It's only worth 1500-2000 exp point, if I recall right (at level 22, not sure if it changes as you level up), the same as a dark blue kill. There is a faction hit you skip as well, of course, but nothing critical.
 
No; I knew where to look. I examined the area, nearest the shoreline, very closely. How closely? It was like a scene out of CSI :)

It was only afterward, that I expanded my search further out.

I don't worry about losing exp, but if there was a nice faction boost, I'm bummed I didn't get it, since I am seriously lusting after the amulet of newport, and am running out of token quest, at 39.
