Ogre Racial trait question?

How much less of a bonus do ogre's receive from Haste and focus effetcs. I was about to make an Ogre SK and just was curious what im getting into?
 
Thankyou... If its 2% i dont think its much of a problem at all at least not enough to keep me from playing one
 
There should be no real deterent from playing a race, as that's why they have different characteristics and excel in different areas, so that no one is "better" than the other. 10 % does seem incredly harsh. Although the human bonus seems too much, to me anyway.
 
It's 10% of the item's effect... meaning if the effect adds 15% haste you lose 1.5% of that.
