Hey, folks. Was riding a boat through Sea of Storms between Erudin and Freeport. Popped up track for kicks, and noticed something by the name of "Oceanwalker Cargan." Can't find anything on it on the Wiki, or here ... Anyone know what he/she/it is? Sounds quest-ish.

Pretty sure he's a quest NPC for the Council of Innovation.
