npc not accepting turn in

I am attempting the second turn in for the quest "clearing the way to rivervale" that starts in shadowdale. Quest given by harbo dwiddle. I was able to give him the 4 wasp wings, but now I am attempting to give 2 shadowdale kodiak hides and he returns them to me. I looked up quest on wiki and tried /say bears. that didn't work. I hail him and get nothing. I tried handing in one at a time. I'm stuck, please help.

Check your journal using /cm journal active. Find the correct quest and see what it is showing there.
