Not receiving cash from merchant

Hiya. I wasn't sure which forum was the best for this sort of post, so please move this if I've guessed poorly.

I'm working to improve my archery skill. When I attempt to sell my crafted arrows back to a merchant, I receive a message that the merchant has given me money, but no money appears in my inventory. I don't know whether players are not supposed to sell crafted items back to merchants and the message is a bug, or whether we can sell crafted items back to merchants and the lack of cash coming my way is a bug. Does anyone know?

I've tried to sell arrows a few months ago and got the "I will give you nothing" message from the merchant. I don't think you're supposed to be able to sell them back.
