NO Faction in ToV!?

In ToV(dragonhorn) nothing gives faction.. esp the needed faction towards stormhammer giants.. for the stormforge quest.. Whats up with this?????
 
We expreriences the same thing in Storm Keep last night after patch. No faction against giants or for dragons.
