After seeing this item drop off Raigol/Raizol in Plane of Fire, I was curious why bards were not included in the class list. Tank classes are included. Dps classes are included. But no bard.
The reason I ask is that there are very few arm slot upgrades for bards in the middle tiers. Of those, few compare to a faction bound "Gleaming Scale Armplates" from Nartalzia in Dhk.
The item in question is :
Tempered Armguards
This item drops off Raigol/Raizol in Plane of Fire, which is listed as tier 7 on the raid tiers.
This is the arm item that drops of a Tier 3 mob.
Gleaming Scale Armplates
If you faction bind it it gains another 3 ac and 20 Hp making it pretty comparable to anything you find before tier 7.
Between Nartalzia and Raizol/Raigol bards have the following options for arm items, according to the wiki :
Sackcloth Armguards - Warp Tier 3
Armbands of the Sibyl - Prophet of Tarhansar Tier 4
Twitching Corpseskin Sleeves - Xaxaxan, The Unburied Dead Tier 5
Articulated Plating - Silver Tier 6
Flayed Imp Hide Sleeves - Guardian Mephit Tier 7
Ghanherizoc's Tarnished Vambraces - Ghanherizoc Tier 7
Those are the arm items for bards that drop between Tiers 3 and 7. Of those listed, maybe two are a solid upgrade to a faction bound item from DHK. With this as my evidence, I would like to suggest adding bard to the first item mentioned. The sleeves are not solely a tank item, and they are not really a dps class item, so I fail to see why bards would not be listed.
