- A number of major raid zones are now limited to a maximum of 40 simultaneous players in them.

Was this fully thought out before being implemented? I mean, some raid zones can double as exp zones. What happens if you have a 6 man exp group and a 36 man raid attempts to show up? Which 2 people get screwed?

First come, first serve. If 6 people are already there, 2 raiders won't be able to raid.

couldnt this be exploited or people grief the zone to prevent another guild from raiding?

Yes, and then the people responsible for griefing will be banned and the server moves on.
