Well, I can't tell you this for sure, but they surely give out some newbie quest to gain faction. I can tell you of the gnoll ears quest in Halas Warrior's Guild and the Collect Bone Chips / Zombie Skins in Grobb Necro's Guild. Try to hail every NPC there in Newport.
However, ifyou're kos with them I think there is no way to get back to non-KoS (with erudinians you can, but they're the only city i know off that you can get faction just by killing, not by killing + turning in).
