Newport ring

Hey all,
I was completing the newport ring I quest and when Scout Valah (sp) killed Nate he did not drop the letter (or I didn't see it on the ground). I need letter to progress onto part II of the ring quest line. Is there a way to get that letter or Nate to spawn again? I tried handing in another set of footpad items (boots, shirt, leggings) but the Scout gave them back to me (I have already turned in the quest to get the ring)

you can hail the scout lady and she gives you the letter. i did this recently as i forgot to pick up the letter myself.
