Newport Ring Quest

I've heard some discussion regarding the Newport Ring Quest.

I've used search, but came up with nothing.

Will someone tell me who this quest starts with?

You should check in the wiki. All the info about the quest is in there. It starts with Seargent Halsley, who is in Newport in a room right next to the postmaster.
