I was trying to do the Newport ring 2 quest with a friend and didn't have the letter so i skipped the first part and went out to the badlands. I got my note as
I was heading into east badlands. We killed the 3 guys got the key and head got the sample handed that in and got the Boxed Plague Sample. I went back to Newport and now Sergeant Hasley won't respond to me at all when i hail him and just hands back the An Unmarked Letter that i got from the scout in northern badlands.

Edit: I got the new ring by handing in just the Boxed plague Sample then my ring problem solved.
