Newport ring II issue...

Ok, I have Newport Ring I and the amulet on my character. I had the letter, gave it to Halsey, then to Burt and I got his bag. However, I have his bag and now Halsey just returns it back to me every time. I've tried putting the ring but that doesnt work. My faction with Halsey is indifferent, and warmly with the citizens. I'm thinking it might be a bug because I already have the next piece in this quest which is the Plague Sample from EBL. I'm not sure, but someone just did this exact step in the quest as I was doing it, and we did the same stuff...

I did it a few days ago and totally forgot the whole letter part from NBL, didn't even end up needing to turn it in.

I cannot trade in the bag either. Is it possible to give Bart the original letter instead of the one of Halsey? I got the bag from him but Halsey won´t take it from me. Returns it every time. And I cannot hail him or restart the 1st Ring, because I already got it. Is there any chance to continue this quest if I got the bag? Or is Halsey bugged atm? Thanks for advice!

if you just skip to the last part of the quest where you get the three heads and the blood in EK and turn it to the infiltrator then bring back the box to halsey he'll give you the second ring.
