Newport Ring I quest

As a Dark Elf Necromancer, I am of dubious faction to the Newport guards and the three Badlands scouts. In spite of their mistrust, I was successful in talking to Sergeant Halsey and getting Scout Velia's report.

I'm wondering if I'll be able to complete the quest with my current faction level or if I need to work out some bounty tokens first. I'd rather not do the rest of the work only to find myself handing the reports to Sergeant Halsey with no reward.

Does anyone have relevant experience?

I did rings 1-3 without any problem at dubious with my dark elf mage. I was still dubious after getting ring 3.
