Newport ring 3 (Alchemist Banner part.) Bug

Having problem with Alchemist Banner he dont take the letter always returning it to me, im a Dark elf and is con indiff to me. I have the amulet of newport on me. help please. im Lorwen in game.
 
Today I tried to and in all three boxes to Captain thalas to finish RIng 3, and he ate them, and then gave me a message saying "captian Thalas00 is not on at this time". I then tried to go back to Seargent Halsey to try and restart the quest, but can't because I'm already flagged as starting it.

Could something be wrong with a large protion ofthe quest right now?
Also, could you either remove my flag so I can start Ring 3 again, or give me my Notice of Deployment so I can continue on with the quest?
