When I try to turn in An Unmarked Note to sergeant halsey, he just returns it to me.

I've tried it with my ring equipped, my ring in inventory, I've even tried turning in the ring with the note. Nothing seems to work.

are you talking about the letter yout get from Scout Veila? If im not mistaken i think he gives you back a letter that you give the guy at the docks.
