Newport Ring 2 problem

While playing as Drakkir (36 BST) I tried to start Newport ring 2. I have the mark of Newport and the Scouts ring (ring 1). I hand Seargent Halsey the note and he says nothing and hands it back. I then go to Burt in SNP and hand him the letter and he hands it back and says I need to talk to the proper authorities about it first. In essence, I cannot get the ring quest started. Any suggestions?

Give the letter to the quest giver he will then hand the letter back to you then you hand it to Burt.

I gave it to Halsey (the quest giver) and he just handed it back. I then gave it to Burt and he did the same and told me to talk to the proper authorities (Halsey, I assume). I then returned to Halsey -- same results. It is of no matter tho, because I just went ahead and killed the three brothers and completed the quest without the first part...it worked, I have the Corporals ring now.

Oh, that's weird. I guess I didn't read very carefully. Heh.
