Is the armor of justice plate armor quest available in halas for newbie shamans? If not what new armor/other gear is recommended for new guys in halas? I haven't played eq since kunark and SoD is my first return to it all. Any tips are appreciated!

This is a custom server, forget about the quests and loot from Live. Your first stops should be the Tome of Knowledge forum and the wiki (knowledge base link on the main page).

Some of the newbie quests are really interesting/fun, but if you're just looking to straight up improve your character you would be better served by leveling up and buying some gear. Lots of stuff is going for half or even less of what it was a little while ago, you will be be able to pick up a lot of decent gear on the cheap if you can get off the ground quickly.
