New zone modifier

I'm curious as to how this works. I thought this was a one time modifier for when you first started fighting in a zone. However, I started my character in Steamfont, fought there till level 10, then I went to the Warrens for a level. Now I'm back in Steamfont (what can I say, I forgot to bind in Erudin *blushes*), and I've got the full 25% new zone modifier in Steamfont, even though I've spent considerable time fighting there. Is that right, or is that a bug that I should report?

I don't think it kicks in till lvl 10.

that was Zone modifier i believe, not new area bonus
