New Video card = funky clipping

I got a new ATI Radeon HD 5770. When I play SOD I get some very strange clipping going on and my movement is super accelerated. For instance, Just touching to turn left or right usually takes me 2 times around. Walking forward seems to jump between a warp speed and normal speed alternating every half a second or so. More on the clipping: Any object, model, etc in the immediate area will begin to twist and turn after a while no matter if its moving or not, player or static.

Any suggestions? I'll have to record it in FRAPS to show it, it is frustrating but sort of wild to watch. Most importantly, the issue could be considered a speed (movement) hack and the last thing I want is to be thought of abusing it.

Possibly useful information:

Windows 7 Pro 64-bit, AMD Athlon 64 X2 5000+, 2GB Ram. The probably didn't seem to happen until I added the new video card.

make sure you have the box checked to bind the eq process to a specific processor on start up.
