New pc config is SLOW

i used to run on a intel pentium D 3.2 dual core, 2gb ddr2 800mhz ram with a geforce 9400 gt Gfx card and this game ran flawlessly.

i now have a core i7 3770k 3.5 quadcore and 16gb of 1600mhz ddr3 ram and a GTX 660 ti gfx card... and the game runs super laggy. best i can tell its trying to clock my cpu DOWN and then it will speed up for half a second only to get slow again.. misclicking stuff is my life now on SOD. very irritating. i went into my Mobo settings and tried turning off any and all energy saving options and made sure the overclocking utility was off, but this has not seemed to effect SOD at all.

(this gets worse when i box, but it get marginally better if i dont bind the processors, so none box a not core bound i can play one toon with only a little annoyance but its still not perfect and i love boxing)
 
Have you been using EQW or EQPN?

I run with an i5 of similar setup, different gfx card than you do but do not bind processor and use neither EQW or EQPN.

Have you tried:
1.) not using eqw?
2.) I know i7s have hyperthreading, do you know of a way to disable that? (I havent looked it up) Might want to see if that is causing an issue, unless someone else that runs an i7 can comment.
3.) Is the core that the eq instance is running on pegged or close to being max? If so, see if EQPN reduces the lag you are seeing? (assuming you havent tried using eqpn already)
 
Definitely run EQPN if you aren't, you get massive weird slowdowns without it (usually when interacting with the UI and/or when you switch clients when boxing) running this client on modern hardware.
