Need Amulet of the Vale Hero flagging help

I was doing the Amulet of the Vale Hero quest last week and was unable to finish the quest as Commander Dradin simply returns my items. After helping several others complete theirs I think my flagging is borked. I have completed the Vale Guardian's Amulet. I have also worked through the next stages of the quest but did not receive the small copper key when I hailed Ned Timsis. As I did not have a key Darlene opened the door to allow me to retrieve the Commander's Sigil and the Polished Light-Stealing Orb but when I turn them in to Commander Dradin he gives them back. I have been unable to get Ned Timsis or the Captain to respond to hails.

What do I need to do to get the flagging fixed? Do I simply delete all the items I have from the quest and redo it or do I require staff intervention?

Both Captaint Algo and Commander Dradin will not accept his 2 items.

Did you miss talking to Ned the first time around? It's the only real explanation I can think of.

Im sure I missed a step, it was late. Now I can not get the quest to proceed. I just need to know how to backstep so I can procede. If it means destroy all components and start at step one then thats what I do. Just looking for some guidance

Next time you're online petition and I'll see if I can check what your flag is at and see if there needs to be anything added to allow you to continue the quest.
