Necro Dream Quest

Recieved the mysterious summons from the dream sequence npc. It says to look for Eranos NelTav in Obsidian Shard Mountains. I have searched OSM several times to no avail. I have looked during daytime and nighttime hours, been killed by that huge ape, harpies and the occasional grizzly. Anyone else had any luck finding NelTav?

He is in the first set of ruins in the large open area. The ruins are on the top of a very small hill (like speed bump size ).
