I have read you rules for the server and as I read the restrictions for the names I did not find anything information about having chinese characters in the laster name. For example could i have a necro name First Name: Timper and Last Namechinese character with the translation "Death" or "Blood"). Thank you.

You can't make chinese characters no, it would simply dismiss it.

Kooky Combinations
If you are dual clienting a pair of characters with an obvious name combo/word play (for example Louise and Thelma) they will be changed even if the individual names do not violate policy.

Perhaps you should read the rules again.
