Hello,
I have been trying to get the Mossy Tunic from the Halls of Mielech.

It says that a froglok dweller drops the item. After further reading the wiki it states. "The maze-like area just north of The Water Mage room. He can spawn in any of the spots there, ph are a froglok patroller."

I have been camping the exact maze like area just north of the water mage room for the last two weeks. I have never seen a Froglok Dweller on track. This has lead me to two conclusions. Either A, the mossy tunic as well as the dweller are extremely rare spawns. or B, the froglok dweller does not spawn in the maze area at all. There are a few Froglok Fungus Farmers on track. It would make the most logical sense for him to spawn with them, but again, I am not totally sure.

Anyways,
If anyone has actually seen the froglok dweller or has actually seen a Mossy Tunic drop and wouldn't mind telling me the location I would be greatly appreciative.

I have one of these on tunics. I think that you may have to kill placeholders in order to get the mob you want to spawn. I got it in a leveling group, just grinding in the area.
 
I farmed this today and can confirm that the dweller does in fact spawn and does in fact drop the tunic.
 
When I go for this I kill the 2 possible patrollers near the hottub/jacuzzi like thing near the water/mages (to the east?)
and then go up north a bit and kill all the ones inside the little subsector which has the walls and floors covered in goop or something.

I was kinda disappointed when I saw the tinctures drop after a killing the first one I had found since a 2-3month break; But in the end its just a matter of luck or how much time you will put into it. Really if you do not get it after 2-3 spawns you would probably be better of purchasing one. The market used to be flooded up the wazoo with these so I assume the tincture was some counterbalance to this.

Also I believe they do spawn in the eastern tunnels and possibly one near the sludgebreath northern area, But I never bother killing those so I cannot say for sure; Ive seen them on track at times but they were not in this zone so I assume its one of those spots.

How much do they usually go for?
 
It used to be ridiculous and they would go for over 200 (morons bought them) but the otherday I saw them for a good 100 , which is fair as I always saw them as the staple of newbie shamans and sometimes necro's.
