While its always neat to get an item not on the wiki yet, I must say I was a bit disappointed in the amount of hps placed on this item. At first I figured they were low because of the Vaporous Regeneration. But after checking some other items with this effect, I must say I'm quite confused.
For a frame of reference, this item is from the t10 raid mob, Old Overgrowth and has the following stats:

Mossbeast Armpads
AC: 40 +5 Alteration
Vaporous Regeneration (Worn)
+25 STA +25 WIS +25 INT +65 HP +170 MANA
+25 DR +2 FT
Classes: RNG DRU MNK SHM NEC WIZ MAG ENC BST
Races: ALL
Aug Slot: Type 5

Now, I figured the BST only face piece had slightly lower hps compared to other face pieces on tier due to the double attack mod, 50 cold damage, and the Spiritual Vigor clicky component. But 65 hps compared to items on a tier having ~200 that we have members wearing make this item not really desireable.

So from this item and a few other items on the wiki I can see this 20 hp/tick regen is nothing absurd So I was hoping this item, and maybe others on that loot table that may/may not exist (as we've only seen the three on the wiki plus this one) could be looked at to ensure their stats are more inline with it's tier equivalent loot.

On the plus side, the fight itself is enjoyable, just want to ensure its worth the time for anyone to do it.

They also have 25 stamina, which is really really good for casters
 
The problem isn't with all the other stats besides the hps. 65 is REALLY low for this tier. The following two arm items I give as examples:

I just feel there is a 1 missing in front of the 65. I personally am not a healer or caster, so this doesn't affect my own toon.

Some high tier items just have low hp values for the tier. The bracer (Vitalivia) and robe (Solanerus) both have pretty low hp values compared to other items in those slots
 
I don't think any call for standardizing stats on items is going to go over well. Sure, it's low on HP, but it also has some special stuff going for it. 5 Alteration is basically a nicely stackable 1% increase in heal amounts, while Vaporous Regeneration is actually quite nice as a raw HP stat substitute in dealing with AE damage. 200 HP a minute regen is pretty nice when dealing with consistent pulsing AEs as opposed to high damage outputs like tanking a raid mob or avoiding being oneshot by some mechanic. It's an amazing option when you're not too worried about those, and tailored to those classes to be something different but quite useful to those classes. Even if Beastlord might just get the shortest end of the stick, the stick is good.

Not to mention that Vaporous Regeneration is so good for non-tanks in exp groups that I still constantly exp using a war drop item with it that I randomly got when a mostly fresh 65 cleric and I just ran into in an occupied zone and duo'd really easily. I just don't see why you don't see how good it is. I fully expect stuff with it to get nerfed into the ground, especially now that I'm mentioning this here, but whatever. I'll go back to my rogue soloing involving chain killng mobs without ever having to stop to heal. Thanks Vaporous Regeneration.
 
honestly the arms are pretty good for the intended tier. this fight is just too hard for the tier. i made it (assuming it hasnt been changed) and i never got to balance it. i would suggest some other dev tones it down a bit
 
Was it intended for t10? If so the fight doesnt to be nerfed. The fact NOONE wanted the arms is definitely a problem. You could put an alteration aug in other arms at this tier and be better off.

I'd love to do this fight more, but its hard to justify going after just the pants for healer/casters when we can just get them the mana con neck from murkflower and risk less rot loot. I wish we could see what your seeing, but that just doesn't appear to be the case.

It sounds like the same problem we are having with the "prime twins" in the same zone. The fight seems T12-13 in difficulty however out of the four items we have seen only one seemed to be an item people would want.
 
it was supposed to be tier 9. if they had cleric and shaman on them i think they'd be fine. could probably use a little buff but like kedrin said, OG has the new vision of loot - ie things are less powerful than you may have expected
 
+5 alteration is huge for any healer. the rest of the stats are sort of meh though, especially since it has bad hp and no charisma :(
