I turned in the box of fishing gear and finished the dialog with Anval Falakor. The thug that was supposed to be by the bridge never popped. I tried to begin the quest over and could not get another box of fishing gear from Lt. Emorn. He simply gave me the sashes back. Neither of them would respond to any of the key sentences or key words either. My husband had just completed the entire quest on his character, so I don't think the quest is bugged, just my character.
