Melee crit mods

Anyone know and willing to tell how melee critical hit mods work?

Are they absolute mods, meaning that they increase your crit rate by the stated amount? For example, you have a natural critical hit rate of 3% and get an item that adds 3%. Will your new crit rate be 6%?

Or, are they relative mods meaning that they increase your crit rate by a percentage? Example, 3% crit rate, add an item with a 4% mod and your new rate will be 3.12? (3 * (1 + .04))

I've been told that the cap on critical hit mods is +10%. Any info will be appreciated.
 
pretty sure they just stack additionally (ie. Armguards of the Brute 4% and Trueshot Charm 3% will give you 7%), else the 10% cap would be insanely hard to get.

That's not what he's asking.

I honestly don't know the answer to this, but I'll direct Wiz here.
