Figured it was a moot (mute? however it's spelled) point (sorta) so I didn't want to bug report it.
With the new mana regen in game meditate for new people is haveing trouble going up.

For example the wife and I made new toons a couple days ago. She made a wizzy and I made a magician. at level 7 my meditate was at a 6 as was hers so just before hitting level 8 I trained up to a 20 in meditate. Now at level 9.25 my meditate is at 21 and hers is at 7 or 8 (forget for sure what she said). I know it's kind of a pointless.... point, but thought it was a worthy side effect to take into account.

low level i recall my meditate goign up ridiculously slow also, see if you can make it a point to run oom at least once a level and med to full, for one, meditate skill seems to only go up when you are Gaining mana, and at lower levels it barely seems to go up even when u med alot. i can only assume the new mana regen making medding take ~ 60 secs is making skill ups even less frequent due to time medding decreased.

see if goign full bore each fight gives you more time to skill up in the post fight med sessions, new mana regen will keep that downtime so small you wont really care. also see if you notice skill ups more frequent around level 15-20, i think thats when i actually started to catch up to max skill level per level, and have hit it within first few fights of new level every time since #=D

As you approach level 15 or so and leveling up begins to take longer, this will correct itself easily.
