Mana Regen and Meditate

1.) Is there a set formula using meditate and character level to be able to figure out how much mana regen you have at each level?

2.) If not does anyone know how much mana regen +20 meditate would add?

I've heard that +20 meditate shawl adds 1.25 ft while sitting.
Not sure, how true that is, but trusting my feeling while wearing that thing, it should be something like that. :?
