Main Quest Part 2 Level discrepancies

Not sure if this has been brought up before (tried searching & couldn't find anything but perhaps my search skills are lacking), but is there a reason for the level differences in completing part 2 of the main quest? Me (level 7 enchanter) and my friend (level 6 warrior) just went through part two of the main quest, me an erudite (so at william defar) and him an ogre (at eranos nel'tav) and he was able to complete & turn it in at level 6 while william defar tells me I need to be level 10 to turn in this part. Thanks.
 
I did it with my level 8 enchanter (High Elf) but I had to use Swansong for that part. Dont know what the difference is, but I was able to do it at level 8 none the less.
 
Perhaps that is lower too. Tried Defar again at level 8 & no luck, still says to come back at level 10. Don't see why some allow lower levels to complete it while he doesn't (or he just needs a higher level for it, which seems to be the case).
 
Still would like an official response regarding this. It came up in Dalaya's Beginner chat today too. Appears to be Eranos requires level 6 & William requires 10, unsure about Swansong, but apparently is <10 too.
