ive been hearing a lot about a magician quest that gives a staff (staff of vortex or something like that)

Heh.. At the bottom-middle of Lake Starfall on your map, there's a piece of green island that looks sort of like a fang / tooth. Hail the lady with the big name and she sends to you the NPC that you talk to for your Starfall Quest.
