At the lower levels you will find things becoming obsolete rather quickly. There is less of a need for item diversity at the lower level as you will be upgrading quite often as you progress thru the levels.
Although, I find there to be quite a few good options for the alts I have played as far as getting some decent gear, although TS armor is generally the best way to go for the most part unless you care to spend the time farming your own gear...

True, as it should be. But a few points here:
A) The quests for gear are there if you would like to spend the time completing them instead of straight-up grinding. Check wiki.
B) Even if you do only straight-up grind you should be able to afford a couple decent things by checking the listsold system which are level appropriate for you.
C) It's fairly easy to put together adept groups these days. Check the wiki for a list of adepts and keep an eye on the ones who's loot you could use. When they're up, camp out nearby and form a decent group.
D) Treasure maps. Find or buy simple treasure maps (rare from any low level dungeons afaik) and put together a group of like-leveled players. If you've set up a decent group you shouldn't have trouble clearing out the guardians which spawn and it's a pretty fun time to boot. Loot isn't always top of the line but again, you can check wiki for what can drop at your specific level range.
As an afterthought, if you are requesting new itemization for lower level zones that could have been worded a little better. I might even think to support the idea of additional low-level names being added throughout the levels or rare trash drops in zones if asked in that fashion. If however you were just fishing for ways to get loot then i hope i pointed out a few. Good luck.

If this is your intent you should try to be more specific in your request. Spend some time gathering a list of items you know of for the slots in question as well as some well itemized slots to illistrate the shortcoming. You can't expect the already busy staff to spend the time creating content to address your request if you don't spend the time to show the need

The only items I recall leveling up that I found really lacking for options at lower levels for drops/quests were...
Rings/Earrings
Knight Weapons (thought this kinda goes for the entire game)
Knight Shields (big lack of anything decent until your hitting Tier 3+)
I really would love to see Blacksmitthing Knight weapons, as that would help fill that gap. The introduction of the Blacksmithed Shield gab a bit. the DM shield seems pretty nice for the time frame you can get it.
Again TS does help, as you can get some gold jewlery pretty cheap from leveling jewelcrafters but thiers still a lack of dropping ones if you want to go out and get them as opposed to just buying them.

I play without buying a single thing. Everything I use, I quest, hunt or tradeskill myself. Leveling up, the only area that seemed difficult for me was to find some good melee weapons in the 30-50 range. You can pretty much find decent stuff for every slot. I was never uber, but never outclassed by the content.
(I played the same way on Live, and let me tell you, when the content is geared towards players that wear stuff that drops from mobs 30 levels above theirs, you notice it quite quickly.)
