Not sure if this is intended or not, but this item does not have a Faction Bound version. Just looking to see if this was an oversight, or intended. Thanks.

quested items (if this has become one?) dont have that. only looted items.

It's a dropped item, but the Empress turn in to make it faction bound is technically a quest. She states that any item you bring to her she will faction bound it for you almost as a thank you.
