Krigok Prappit Sub Quest might be broken.

I am doing the Krigok Prappit Sub Quest. I got the Conking Mallet and Collar. I am hitting the citizens with the mallet.
I see the message that the citizen is Dazed and stumbles. I am constantly right clicking the collar to enslave them and nothing happens.

Am I missing something or is it broken?


Any help would be great.
