Krigok Prappit mq4 quest bugged?

Conserning the conking mallet/enslave collar quest,whenever i hit them with tha hammer,it says,they become dazed,and

when i go to use the collar on them nothing happens,i just hear a noise and it seems like i'm casting a spell of some sort,

but they dont get teleported.Just wondering if the quest is bugged,or am i supposed to bring there hp down ti'll there

almost dead,before attemping to use the mallet/collar on em.Thx again

Practiced a bit with it in Underhill,and i finally got the collar to work.Now when i tried the same thing in Oggok,nothing

happens.Tried everything,and still nothing.Just wondering if the collar is on a timer or something.If anyone ever

completed this quest before,would appreciate your feedback on it.Thx again.

i never really had a problem with the quest. all i know is that you are supposed to only do it in the towns he says. the underhill citizen was pain though cause the hammer wouldnt stun/daze him until my second try (had to zone out and back in to get its health back up)
other than that it should work fine.
