I just thought it might be appropriate for the Kobold Tamers in The Warrens to have some kind of Tamer's Whip in their loot table.
Nothing too special, if even usable as a weapon, as the item itself could be used for some kind of ranger/druid quest(You can imagine them not being too happy about the Kobolds treatment of the animals in the Warrens).
As far stats go, if it were an actually usable weapon...

1 Hand Slashing, 4/23, +2 Charisma, +2 Dexterity. Or cut off the attribute bonus' and give it a "crappy" proc, or nothing at all.
Basically, something a newbie with a, Longsword could pick up and say, wow, I think I'll use this.
