Kaladim A Library starfall quest spawn not spawning.

I am doing my necro starfall quests. I only need the casing from the Spectral Librarian in Kaladim A. I camped the library last night and got placeholders, which is fine. This afternoon I was there for hours and no placeholder / named spawned. I have been killing the roamer and gnomes, but keep my eye on/in that library and nothing. I attended a raid in the zone which cleared most mobs and then went back to camping, still no spawn.
I have yet to see a spawn either at night / day in game time. Please help.

I petitioned this, but didn't receive a response. I was only on for about 3 hours after petitioning.
