Item description on Myr`Zarad's Rod of Hegemony

I have recently acquired a new staff, the "Myr`Zarad's Rod of Hegemony" model (see http://shardsofdalaya.com/wanelo/items.php?id=4473&charid=1217522) .
Upon reading the fine print on it's packaging, i realised it is marked as having a proc Flowing Thought 2 (Combat). I must admit i am a bit of a tanking wizard, however, i do not believe most wizards or magicians are. I believe it should be marked as Flowing Thought 2 (Worn) ?

I'm aware of some newitems that got done they say that they are proc from combat and they actually are worn and is just a typo, for example the haste belt that sludgebreath drops for monks/bst says or at least it did back when we killed it, that was a combat proc, when infact it was actually worn, you will not get any proc from it. Do you actualy get a proc from this when you use it? If so i do agree, making a caster melee for his mana regen is very mean.
 
IIRC it has FTII worn, and an Ice DMG proc when meleed with. Could be wrong, but I'de test it out first.
 
Sorry for the off-topic, but what does IIRC mean? Also, can anyone link that online dictionary which had definition for other abreviations? I lost it :(.

Yes, but then it should be marked as Effect: Cold dmg (Combat), Focus: Flowing Thought 2 (Worn), like other similar objects, no ?

The cold damage is from an elemental damage type mod on the item, not an actual spell effect.
 
I just tested the staff in melee and there's actually an effect icon that pops up saying "Flowing Thought 2", so the FT2 really is only melee/combat, and not full time.

Not to be rude, but this does seem a bit dumb since most fights will only last a few seconds to a minute, which doesn't barely make any difference in which to have FT2 for such a short period of time.
 
And also, just to add, having a combat activated FT2 is rather dangerous for a 65 wizard since most creatures in my level range will kill me within 2-3 strikes if i get within melee range.
