Item Adept

Does the bard AA Item Adept affect both the main hand and the offhand? I have asked several bards this question and cannot come up with a definite answer. The AA states that "This ability allows you to use weapons with combat effects more efficently, increasing the chance of the being triggered by 10, 20, and 35 percent." but many bards have said that they cannot even tell a difference on their offhand. Anyway I could get some clarification to this?

Of course you can't tell a difference without parses, its 35% of 5% or something like that.

But yes, it works with every single item proc of every kind.
