Iscalda's Staff

She spawns up on the top of the castle and I think she is mid-20s (?), not sure - hard to remember... :)

Also, iirc her rode is her common drop and the staff is uncommon (just from what I'veread, etc.) - she dropped both when I killed her...ages ago.
 
Shrouded Isle out on the balcony of the house. She has some erudite necro PH. She was green at 38, but that'll all I can offer.
 
Level is around 25 I guess, triggered by random PH.
Respawn is 30 Mins like everything in the house and all around her are casters and healers.
She is really undercon with all the stuff around her and melees pretty hard.
Be careful if you try her for EXP.
 
She was Dark Blue Con to my 29 Druid.
I barely managed to kill her.
She's a necro with a pet.
She dots and nukes real nasty.
If you survive the nukes, and kill her, the dots might finish you off.

The average player with average gear would probably need a tank and a healer to take her on.
I was slightly twinked and at full mana.

Root sticks on her, but not for long. She also has a pet.

So you have to decide which one to root, the pet or her...
I decided to root her because she hits harder and she roots YOU.
If she roots you, and she's casting on you, and hitting you while her pet whacks you too,
makes it kinda tough to cast any spells yourself.

Most spells wont land on her while she's on the roof, but I finally figured out that I could move around
some on the ground in front of the castle, and keep hitting my root spell till it worked.
There's a few spots where it will actually cast and you can stick her up there and get a few dots going
on her before it breaks, but she will instantly start trying to do the same thing to you, plus her pet
jumps off the roof and starts putting some kung fu on your ass, haha.
