The only active guild that recruits lower-level characters that I'm aware of is Black Hammer Mercenaries (see their post in Guild Listings here). They've been around quite a while so chances are better they'll continue to be around.
Many people also choose to stay in Dalaya's Beginners as they level up, as it gives you the biggest pool of players at all the various levels with which to interact and ask questions of.
Most guilds on the server are primarily 65+ guilds with an orientation toward raiding (to one degree or another). Once you start reaching the higher levels you can start interacting with people from these guilds to get a feel for which one would fit your style and playtimes.
